Constitutional Upgrade 28.0 inserts just 18 hard words into the 1st sentence of the 2nd paragraph of Article I section 7:

…Every bill which shall have passed the House of Representatives and the Senate, OR AT THE DISCRETION OF CONGRESS, EVERY COMPETING VERSION OF A BILL HAVING GAINED THE PUBLIC VOTE MAJORITY, shall, before it become a law, be presented to the President….

Generating a purely psychological restoring force–to the present government by psychological operations. Job 1 of Party machinery is to spin every new idea or issue apart by its extremes culminating in a bait-and-switch, wherein private interest power is retained at the last minute.

Is the Shadow Govt real? Just follow the money trail–until you are told you can look no further. SHAGGED, as it were.

28.0 is purely a psychological restoring force in that Congress has this Option right now without an amendment–as a binding resolution, binding on only Congress itself to pass along the public vote majority winning version of a bill to the President.

The opportunity this 28.0 alternative to the zeitgeist paradigm http://www.zeitgeistmovie.com/ offers to the secret-societies is in its anti-SHAGGING effect: The opportunity to conduct the financial global theater of operations under the higher protocols of the more productive Consent of the Governed.

There you have it–fascism and communism stem from the same philosophical roots, and it’s back to them uglies we be charting a course, ya scurvy scoundrels. Or else, here be a new modus operandi anyone with a drop of American Revolution remaining in his/her profile should find a proper Constitutional alternative.

This video appeared several times a night on the background monitors in Paula Zahn’s CNN’s weeklong show explaining the new debate format…and it even seemed like the CNN VP was talking it over one night with the Decision Team: “When he asks that question, they’re just going to…” and then the camera cut away. Well what could any presidential candidate or media commentator say about how a bill really becomes a law…except both parties have America living a lie, and this 28.0 Emergency Spin Recovery Procedure is the only way to pull out of the spin before all this Reagan-emulation finishes flying the whole works into the ground.

The Crisis of Democracy is worldwide–28.0 is the means to regain US Moral Authority after the crash. SunTzu says: Rule #1 in “Art of War” is hold Moral Authority high ground. Once we emerge from what will effectively be ONE WORLD CURRENCY BANKRUPTCY PROCEEDINGS, meanwhile the media expert commentators heads spin faster and faster to throw off blame.

In actual practice though moderation would prevail, since the competing Republican and Democratic versions of a bill would need to be written away from party base extremes in order to gain the public vote majority. In a process that would REDIRECT THE CASH FLOW, effect the line-item veto, and effect campaign finance reform, while pulling out of the CNN/FOX spin.

As book points out, more amendments have dealt with the extension of voting rights than any other single issue. An NRA would form the next logical term in the series. Which Marilyn vos Savant and Constitutional Law Prof. Jonathan Turley of George Washington University have been asked to comment–also with no reply.

INITIATIVES aka privately written laws are NOT supported. 28.0 legitimizes present govt by competing private-sector polls, and focus groups–now configured to find out what lies to tell to get through continuous campaign election/news cycle.

One thing the conservatives, liberals, and communists all say is eventually their government will “just wither away.” (Sleep with the fish.)

Perspective here is to re-strike balance of power–promoting human-spiritual growth accompanying every step in the extension of voting rights vs. era of govt by psych-ops keeping America in adolescent state via media-generated scapegoats.

The Anti-Incumbency Movement is Dead

In the larger picture, the anti-incumbency movement merely serves as a distraction from more sensible approaches for reforming and revitalizing American democracy. It is just another of a seemingly endless array of ineffective and marginalized political reform movements. Until American patriots and dissidents unite behind something a lot more powerful the two-party plutocracy will remain in power.

The core problem is that the public has been thoroughly brainwashed to believe in the two-party system. One major consequence is that they refuse to vote for third-party candidates, so that even when they see what is tragic about our politicians they think the solution as voting for a challenger from the other major party. This happens despite the high fraction of voters registered as independents.
The anti-incumbency movement could only be successful if it was truly bipartisan so that voters rejected not only ALL incumbent Democrats and Republicans, but also refused to elect new members to Congress from BOTH major parties. Merely shifting control of Congress from one of the major parties to the other has never worked effectively. Why? Simple, both major parties have been corrupted by the same corporate and other special interests that pervert public policies to serve them rather than the general public.
The problem is that we still do not effective political competition in a nation that prides itself about competition. The two-party duopoly and plutocracy has worked hard to block true political competition. When it comes to congressional elections, gerrymandering has been used as a potent weapon. Gerrymandering of districts by both major parties when they have the power to accomplish it has not only protected incumbents, it has also made it nearly impossible for third party congressional candidates that are on a huge number of ballots to be successful.

Nelson Lee Walker of Tenure Corrupts recently made these sage observations: Im coming around to the idea that the bulk of the American people are basically stupid, stupid, stupid! Why? How else can we explain how Congress, which has a 9% approval rating, gets reelected about 95% of the time? Do we ever throw the bums out? Listen to these stats: Senate: As of 2008, of 100 Senators, 39 (39%) reelected for 18 yrs or more, 4 over 40 years! House: As of 2008, of 435 members, 143 (33%) reelected for 14 yrs or more, 5 over 36 years! And the longer these guys are in office, the more of them will run unopposed in future elections, since nobody will bother to challenge them. Unopposed races have doubled in the last 20 years, from 40 to 80 seats. And who is responsible for this sad state of affairs? YOU!!! Not your dumb neighbor. Not the media. Not the crooked political system. Just YOU, the typical stupid American! The guy who complains how those crooked politicians are ripping off the country and sending us all down the tubes, and then reelects them!

In this of all years these critical views are hard to dispute. After all, could it be any clearer that the anti-incumbency movement is a failure? I urge those who have put so much time and energy into the anti-incumbency movement to call it quits and devote themselves to strategies that may be more effective. One option is to work hard to form a new national third party. Another is to support the relatively new nonpartisan attempt by Friends of the Article V Convention at www.foavc.org to compel Congress to give Americans what they have a constitutional right to have and what has been requested by the required number of states, and what the Founders believed we would need when the public lost trust and confidence in the federal government: an Article V convention that could consider proposals for constitutional amendments, a number of which could truly reform the structure of our dysfunctional political system.

For too long Congress has refused to obey the Constitution and we dumb Americans have let them get away with it, in large part because both Democrats and Republicans have feared (and instilled fear about) such a convention. The same people that keep getting elected to Congress! Hows that for symmetrical infamy ?

The signing of this Directive was generally not covered by the mainstream U.S. media or discussed by the U.S. Congress. While similar executive security directives have been issued by previous presidents, their texts have been kept secret; this is the first to be made public in part. It is unclear how the National Security and Homeland Security Presidential Directive will reconcile with the National Emergencies Act, a U.S. federal law passed in 1976, which gives Congress oversight over presidential emergency powers during such emergencies. The National Emergencies Act is not mentioned in the text of the National Security and Homeland Security Presidential Directive.

After receiving concerned communications from constituents, in July 2007 U.S. Representative and Homeland Security Committee member Peter DeFazio made an official request to examine the classified Continuity Annexes described above in a secure “bubbleroom” in the United States Capitol, but his request was denied by the White House, which cited “national security concerns

This was the first time DeFazio has been denied access to documents. He was quoted as saying, “We’re talking about the continuity of the government of the United States of America…I would think that would be relevant to any member of Congress, let alone a member of the Homeland Security Committee.”

After this denial, DeFazio joined with two colleagues (Bennie Thompson, chairman of the committee; and Chris Carney, chairman of the Homeland Security oversight subcommittee) in a renewed effort to gain access to the documents.

So how bad will the financial/banking reform in congress stick it to the public like Health insurance reform?

Both parties & houses in congress are lining their pockets with bribes and pay-offs to pass laws written by the industry itself they are supposedly reforming for the public.

What happens in reality is more "Fleecing of America".

I say the citizens need to be limiting THEIR risk and be taking over rule & control of money/business/govt under a true daily direct democracy.
Your making a huge mistake of keeping this Banana republic controlled by the wealthy few & phony representative govt.

the financial reform bill does not address what caused the meltdown- derivatives can stay, and too big to fail can also stay

South Africa State of Emergency 1980’s

This is footage of the increasing civil unrest and township violence that led to the government declaring a State of Emergency on 20 July 1985.

Then-President of South Africa P.W. Botha declared the State of Emergency in 36 magisterial districts. Areas affected were the Eastern Cape, and the PWV region (”Pretoria, Witwatersrand, Vereeniging”). Three months later the Western Cape was included as well. During this state of emergency about 2,436 people were detained under the Internal Security Act. This act gave police and the military sweeping powers. The government could implement curfews controlling the movement of people. The president could rule by decree without referring to the constitution or to parliament.

Four days before the ten-year commemoration of the Soweto uprising, another state of emergency was declared on 12 June 1986 to cover the whole country. The government amended the Public Security Act, expanding its powers to include the right to declare certain places “unrest areas”. This allowed the state to employ extraordinary measures to crush protests in these areas. Television cameras were banned from entering “unrest areas”. The state broadcaster, the South African Broadcasting Corporation (SABC) provided propaganda in support of the government. This version of reality was challenged by a range of pro-ANC alternative publications.

In 1989, with the State of Emergency extended to a fourth year, Prime Minister Botha met Mandela and agreed to work for a peaceful solution to the conflict in the country. Talks commenced with the ANC, prominent business leaders, the Commonwealth and the Eminent Persons Group.

The state of emergency continued until 1990, when F.W. de Klerk became the State President, and lifted the 30-year ban on leading anti-apartheid groups the African National Congress, the smaller Pan Africanist Congress and the South African Communist Party. He also made his first public commitment to release jailed ANC leader Nelson Mandela, returned to press freedom and suspended the death penalty.

On December 1974 Congress passed Public Law 93-531 “The Navajo-Hopi Land Settlement Act”. It authorized the partitioning of the Joint Use Area (JUA) and established the Navajo-Hopi
Indian Relocation Commission (NHIRC) which moved Navajo people from the reservation lands. Countless of the most traditionally and culturally intact Dineh (Navajo) people were forced to re-locate to cities like Shiprock and Tuba City.

This 1985 documentary traces the history of both tribes and the events that led to this devastating land grab by Peabody Coal and Bechtel Corporations, assisted by our own government(major players included Barry Goldwater,Morris Udall,John McCain, and President Ford). The goal: access to coal and uranium resources.

Narrators include Martin Sheen, Buffy
Sainte-Marie and Burgess Meredith.

This documentary won the 1986 Best Documentary Academy Award, but you’d be hard pressed to find it in video stores or on-line.

Congress and Senate on YouTube… pft! Off to a great start with disabling comments. Although, as of Jan 17 you restored comments without approval you have still not allowed video replies without approval.

I guess it’s pretty embarrassing seeing comments that reveal the truth about how We The People feel about you, isn’t it? It’s never been so public, has it? Polls don’t quite tell the whole story like We The People do straight up, with NO SPIN!

With all of the attention on the BP oil spill, the European debt crisis and even financial regulatory reform, the fact that Congress hasn’t passed (and will likely not pass) a federal budget for fiscal year 2011 is flying under the radar.

To quote the words of the House Majority Leader, “The most basic responsibility of governing — enacting a budget.”
